Artikel 108

2. Ein Bundesverfassungsgesetz ist beschlossen, wenn es mit einer Mehrheit von mindestens drei Viertel der Stimmen der Gesamtmitgliederzahl des Bundesrates und mindestens zwei Drittel der Stimmen der Gesamtabgeordnetenzahl der Staatsduma gebilligt worden ist. Das beschlossene Bundesverfassungsgesetz ist innerhalb von vierzehn Tagen vom Präsidenten der Rußländischen Föderation zu unterzeichnen und zu verkünden. __________ <На английском языке см. b) der bundesstaatliche Aufbau und das Territorium der Rußländischen Föderation; c) die Regelung und der Schutz der Rechte und Freiheiten des Menschen und Bürgers; die Staatsangehörigkeit der Rußländischen Föderation; die Regelung und der Schutz der Rechte der nationalen Minderheiten; d) die Festlegung des Systems der Bundesorgane der gesetzgebenden, vollziehenden und rechtsprechenden Gewalt sowie der Ordnung ihrer Organisation und Tätigkeit; die Bildung von Bundesorganen der Staatsgewalt; e) das Bundeseigentum und dessen Verwaltung; f) die Festlegung der Grundsätze der Bundespolitik sowie Bundesprogramme auf dem Gebiet der staatlichen, wirtschaftlichen, ökologischen, sozialen, kulturellen und nationalen Entwicklung der Rußländischen Föderation; g) die Festlegung der rechtlichen Grundlagen eines einheitlichen Marktes; die Regelung des Finanz-, Währungs-, Kredit- und Zollwesens, die Geldemission, die Grundsätze der Preispolitik; die Bundeswirtschaftsdienste einschließlich der Banken des Bundes; h) der Bundeshaushalt; die Bundessteuern und -abgaben; die Bundesfonds für Regionalentwicklung; i) die Bundes-Energiesysteme, Kernenergie, spaltbare Materialien; Bundesverkehr, Bundesverkehrswege sowie Informations-, Post- und Fernmeldewesen des Bundes; Aktivitäten im Weltraum; j) die Außenpolitik und die internationalen Beziehungen der Rußländischen Föderation, völkerrechtliche Verträge der Rußländischen Föderation; Fragen von Krieg und Frieden; k) die außenwirtschaftlichen Beziehungen der Rußländischen Föderation; l) Verteidigung und Sicherheit; Rüstungsproduktion; die Bestimmung des Verfahrens für Verkauf und Kauf von Waffen, Munition, Militärtechnik und anderem Militärgut; die Produktion von Giftstoffen und Betäubungs-mitteln sowie die Ordnung ihres Gebrauchs; m) die Bestimmung des Status und der Schutz der Staatsgrenze, des Küstenmeers, des Luftraums, der ausschließlichen Wirtschaftszone und des Festlandsockels der Rußländischen Föderation; n) die Gerichtsverfassung; die Staatsanwaltschaft; die Straf-, Strafprozeß- und Strafvollzugsgesetzgebung; Amnestie und Begnadigung; die Zivil-, Zivilprozeß- und Arbitrageverfahrensgesetzgebung; die rechtliche Regelung des geistigen Eigentums; o) das Bundeskollisionsrecht; p) der meteorologische Dienst, Industriestandards, Eichmaße, metrisches System und Zeitberechnung; Vermessungswesen und Kartographie; Benennungen geographischer Objekte, amtliche Statistik und Buchführung; q) die staatlichen Auszeichnungen und Ehrentitel der Rußländischen Föderation; r) der Staatsdienst des Bundes. <На английском языке см. 2. La loi constitutionnelle fédérale est considérée comme adoptée si elle est approuvée par la majorité d'au moins les trois quarts des voix de l'ensemble des membres du Conseil de la Fédération et d'au moins les deux tiers des voix de l'ensemble des députés à la Douma d'Etat. Le Président de la Fédération de Russie est tenu de signer et de promulguer dans les quatorze jours la loi constitutionnelle fédérale adoptée. __________ <На английском языке см. 2. A federal constitutional law shall be considered to be adopted, if it is approved by not less than three fourths of the total number of the members of the Council of the Federation and not less than two thirds of the total number of the deputies of the State Duma. b) la protection des droits et libertés de l'homme et du citoyen, la protection des droits des minorités nationales; la garantie de la légalité, de l'ordre juridique et de la sécurité publique; le régime des zones frontalières; c) les problèmes de possession, de jouissance et de disposition de la terre, du soussol, des eaux et des autres ressources naturelles; d) la délimitation de la propriété d'Etat; e) l'exploitation de la nature; la proctection de l'environnement et la garantie de la sécurité écologique; les sites naturels spécialement protégés; la protection des monuments historiques et culturels; f) les questions générales de l'éducation, de l'enseignement, de la science, de la culture, de la culture physique et du sport; g) la coordination des questions de santé; la protection de la famille, de la maternité, de la paternité et de l'enfance; la protection sociale, y compris la sécurité sociale; h) l'organisation de mesures de lutte contre les catastrophes, les calamités naturelles, les épidémies, l'élimination de leurs conséquences; i) l'établissement des principes généraux de l'imposition et de la taxation dans la Fédération de Russie; j) la législation administrative, de procédure administrative, du travail, de la famille, du logement; la législation foncière, sur l'eau, les forêts; la législation sur le sous-sol, sur la protection de l'environnement; k) les cadres des organes judiciaires et du maintien de l'ordre; le barreau, le notariat; 1) la protection du milieu d'habitation habituel et du milieu de vie traditionnel des communautés ethniques peu nombreuses; m) l'établissement des principes généraux d'organisation du système des organes du pouvoir d'Etat et de l'autoadministration locale; n) la coordination des rapports internationaux et économiques extérieurs des sujets de la Fédération de Russie, l'exécution des traités internationaux de la Fédération de Russie. __________ <На английском языке см. b) protection of the rights and freedoms of man and citizen; protection of the rights of national minorities; ensuring the rule of law, law and order, public security, border zone regime; c) issues of possession, use and disposal of land, subsoil, water and other natural resources; d) delimitation of state property; e) nature utilization, protection of the environment and ensuring ecological safety; specially protected natural territories, protection of historical and cultural monuments; f) general issues of upbringing, education, science, culture, physical culture and sports; g) coordination of issues of health care; protection of the family, maternity, paternity and childhood; social protection, including social security; h) carrying out measures against catastrophes, natural calamities, epidemics, elimination of their aftermath; i) establishment of common principles of taxation and dues in the Russian Federation; j) administrative, administrative procedure, labour, family, housing, land, water, and forest legislation; legislation on subsoil and environmental protection; k) personnel of the judicial and law enforcement agencies; the Bar, notaryship; l) protection of traditional living habitat and of traditional way of life of small ethnic communities; m) establishment of common principles of organization of the system of bodies of state authority and local self-government; n) coordination of international and foreign economic relations of the subjects of the Russian Federation, fulfillment of international treaties and agreements of the Russian Federation. __________ <На русском языке см.
